New United Kingdom country delegate
We are delighted to extend a warm welcome to Rudolfo Barradas, who has assumed the role of Head of Stakeholder Engagement, International, and Briefing at the Office for Zero Emission Vehicles (OZEV) in the UK.
Rudolfo brings a wealth of experience, having previously led the UK’s maritime natural environment portfolio. His background in communications and international policy positions him well for this critical role.
We would like to acknowledge the contributions of our former colleagues Martyn Hayes and Chloe Livingstone, both of whom have transitioned to new responsibilities within OZEV.
Rudolfo has wasted no time and has got straight to work producing the United Kingdom’s Annual Report submission.

Once in a lifetime sabbatical
Els Rutten, country delegate for The Netherlands is taking a once in a lifetime trip at the moment.
She is back-packing around the world for six months on an off-grid adventure with her partner. At the time of the ExCo in Korea she will be on the other side of the globe in Colombia.
Jack De Vries has stepped in while she is away and will be happy to answer any questions you have about The Netherlands.

ENEA’s new mobility data tool
Federico Karagulian, Country Delegate for Italy, has been developing a new tool through his work at the national agency for new technologies, energy, and sustainable economic development (ENEA).
What is the tool?
Federico is leading the development of a web-based platform designed to revolutionise the analysis of mobility data. This platform, currently in the prototype phase, harnesses GPS data from both cars and public transport vehicles. It offers a wide range of functionalities, including:
- Analysis of mobility data from GPS car data and public transport vehicles.
- Output statistics, spatial aggregations, and dynamic animations.
- Visualisations of charging infrastructures.
- Web scraping tools to gather statistics
How does it help?
The overarching goal of this platform is not only to visualise, but also to gather comprehensive information about mobility. By analysing mobility patterns, it enables the construction of scenarios for the future of electric vehicle (EV) mobility. This tool will be invaluable for policymakers, urban planners, and researchers, providing insights to shape sustainable mobility strategies.
What's next?
As the prototyping and development phase continues, Federico and the team at ENEA are committed to refining and enhancing the platform. The tool is expected to be completed by the end of 2024, marking a significant milestone in mobility analysis.
Furthermore, he is contemplating how the tool could be applied within HEV TCP either through existing or future tasks.
